You can skip Air Combat IMO.
I would start with AC2, use RetroArch for PS1 emulation.
After that play the Japanese release of Ace Combat 3 with the translation patch you can find on USEA Today.
You can emulate 04/5/Zero with PCSX2, but they are a bit of a pain to work with.

Ace Combat 4, use PCSX2. I used the software renderer for emulation accuracy and stability.

AC3 is still probably my favorite AC and i thought this back when i had only played the bastardized PAL version. I just love the visual style and setting of the game, the soundtrack and how unique the missions were. It really felt like i was living the future.
The only game that can compete with it is 4.

AC3's soundtrack is unironically so far ahead of it's time that it sounds like it could have come out in a game released today
I mean, it wouldn't be released today, because a lot of soundtracks today are either sythetic wubwub shit or orchestrated blandness, but it's so good that it could be released today.
My point is that the software renderer generally turns in more accurate emulation than the hardware renderer.
AC3 is a really unique game for the series, I wish it became it's own spin-off series set in that universe
