This OS has existed for decades and many talented people have worked on it (including professionals hired by multi-billion corporations) and yet it's still trash.
And it's only going to get worse as Microsoft gives people less reasons to ever use anything other than Windows thanks to WSL and winget.

Linux Mint's desktop environment is good enough for me, to be honest. I'm not going to pretend Linux can 100% replace Windows though.

Dumb-ass here. What's the practical purpose for WSL? Is it for when you need Linux to get real work done, but are also stuck in the mindset that you need Windows to get real work done, so you just use Linux but in a more convoluted way?
I guess this explains why some people so strongly believe that Linux is viable. They're using some shitty laptop with a 60Hz screen and they're probably playing some text-based shit or whatever.
I'm trying to use Linux on an actual gaming PC (NVIDIA + dual 144Hz displays) and it is literally impossible.

all I do on Linux in terms of games is play like OG Doom+various wads, SRB2 and SRB2kart, and various emulators (like 90% of my game time has been spent playing Ridge Racer 2 on PPSSPP)
I'm still mad about GNOME 3 being such a trashfire to use (and all of the updated GNOME 3 applications are a UI nightmare) and how miserable the dogshit mess GTK3 has been for desktop application developers.
It was literally easier to recommend a distro to random people who know absolutely shit all about Linux ten fucking years ago.
my own personal setup on my Linux machine is some bullshit cobbled together with utilities from various other DEs and I'll do magic terminal incantations or write a little script with Zenity or YAD or something so I don't actually have to remember any command line bullshit and can just click some buttons
but imagine telling ordinary people to go install some alternate version of a distro and then install all this other shit to unfuck everything and here's this custom config script I wrote that lets you change x/y/z settings and it's entirely nonstandard, like holy shit
No you dip. You use it when you need to run some terminal shit that's too inconvenient to set up on Windows. Most of the work is still done without it.
What about Linux makes it worse for high refresh rates? Yes, I do use Linux on my old PC, to play old games, because I like them. But I wasn't aware that Linux had a frame rate cap.

I found dualbooting to kind of suck unless you have multiple hard drives. Shrinking my Windows partition gave me weird issues down the line.
I mostly use WSL to run various scripts without needing to try and fuck around with getting them to work on Windows properly.
mostly shit that does like image/video processing with ffmpeg, imagemagick, netpbm
also, you can use like a VNC server and viewer to get to a Linux desktop with WSL if you really wanted/needed
it's basically just like setting up a Linux VM, but it's all well-integrated into the system (eg, I can shift+rightclick a folder in Explorer and select the "open in Linux shell" option, do my shit, and then open the results of what I did with Windows utilities)
I also recommend getting a second hard drive for it. I was afraid of fucking shit up when I first decided to dual-boot, because I'm stupid, and using a second hard drive allowed me to make sure my Windows installation remained intact by simply disconnecting my Windows drive while installing Linux. So I had zero chance of accidentally deleting my Windows partition. Not having to make space on my Windows drive, which was full of games, was obviously nice as well.
