OoT takes place 10 years after a civil war that reunited the races and IIRC a Goron and Zora can be found in Castle Town, it makes sense that there would be clothes for the Hylians that allow them to mingle with the other races
the fire and water temples themselves also seemed designed to accommodate both the races native to them as well as Hylian visitors
OoT's story is Zelda's most poorly thought out, regardless of the high quality of the game itself.
