By crunching your staff so hard that a huge chunk of them leave after your last big title, and you replace them with non-Polish no-talent diversity hires, and force the remaining Polish staff to attend mandatory, degrading "racial sensitivity" aka white privilege courses in order to keep their jobs.

My honest guess is that it did conceptually start as a relatively simple RPG in the vein of the Witcher 2. I would have expected maybe 30 hours of solid gameplay with enough branching paths and endings to justify multiple playthroughs. Maybe there was supposed to be a couple of rideable vehicles and a dice roll based ranged combat system like their previous work. Then Witcher 3 came out, expectations for their next game absolute skyrocketed along with budget and pre-orders. At this point, they need to outdo the open world of their previous game but in a futuristic city setting. Pedestrians, vehicles, physics, a police system, etc. are all now expected to be implemented, all of which result in some complicated and inelegant code born from inexperience in this genre/setting. As they try to pack more and more in, it becomes increasingly clear that many of the systems which they had good intentions of implementing are simply not going to gel with the increasingly bloated "city simulation" angle, which after 8 years and plenty of impressive sandbox city games, simply cannot be removed from the game. As the release date approaches, management realizes if they don't delay the game, it's simply going to be broken on a fundamental level. So they push it back 8 months. They tone down the RPG and choice reactivity to a manageable level, essentially opting to tell a linear story (with some smoke and mirrors to give the feeling of choice), while making the action itself more of a "choice based" Deus Ex affair. CDPRs programmers, by no fault of their own, have no experience programming all of the things required to successfully sell a living, breathing city. Hacking is simple, driving is simple, the NPC AI is simple, the looting, shooting, and crafting are simple. The stealth sort of works properly, the missions can be followed without the world breaking. Everything is stitched together just enough to avoid certain disaster, at the cost of complexity and reactivity.

Bloating their game with features nobody in the team has experience in implementing is beyond stupid. Rockstar polished their gta engines for decades before they managed to make those games not clunky and relatively good

It's worthwhile if that's your option to play it. It's really not like it runs worse than the Ps4 and X1 versions, it just looks worse. Whole game plays exactly as you'd expect, but portable and supports cross-saves with PC so you can import your save files and export.
