As typings, rock and ice are sort of glass cannons, that take out a lot of key types but have just as many common weaknesses themselves, but are held back by ironically being given to pokemon that are designed to be slow and tanky
Most of the rock and ice types that aren't slow as shit enjoy at least some amount of success while the rest rot in obscurity
