a frame rate above 7 isn't an unrealistic expectations. cut down on the time/money wasted mo-capping streamers til your game at least runs

It wasn't technically the devs but rather the marketing team. They kept making deals and settings the goals higher and higher every time they tried to generate hype. In a way, they did a good job, but they also fucked up real bad due to the lack of communication with the actual dev team.
There was a supposed CDPR dev around reddit weeks before the release, he made a bunch of claims, the one that stands out to me was how much he ranted about the terrible coordination and communication with marketing. I guess he wasn't lying. They were fully aware of the state the game is in, but couldn't keep delaying it anymore. I kinda feel bad for them desu. if marketing had stopped rising the bars and they had atleast one more year, cyberpunks release would have been nowhere this bad.

It's basically a looter shooter with a few tacked on rpg elements hidden in menus. Not that the apologists would ever admit this. Game basically plays like Destiny.
