some are harder to do than others, but I'd say in about 75% of shopping carts I can take the quarter out nice and easily
it's actually a mix of technique and grip where you gotta rotate it while pulling

You shouldn't do it for the money, you should do it because in a society we all work together

can't really say much else other than firmly grip the coin with your fingertips on one side of the coin, then while pulling, rotate the coin. it'll take a few tugs but in the end you should pull it out like king arthur's sword
of course it also depends on how old the shopping cart is, as older ones have more wear on the coin deposit system, thus making it a bit easier to pull it out.
