(At least in the western world) In some countries the give or take favours one side or might be non-existant. (So it might be 16 rather than 18, which is more common) That is not paedophilia. (A sexual attraction towards children) Most people would call somebody not at the age of puberty a child.

part of the "issue" is that now that we have the internet and women have been allowed to say their mind, more of them are convincing each other that they don't want to be looked at as merely a vagina with two legs, but, well, they are. Later, we lowered the age of adulthood from 21 to 18 to match the age of military service and increase the number of voters who are more likely to be Liberals, and most laws around that time were updated to set consent to the age of adulthood.
