Depends on the fighting game really.
Smash style gameplay, he'd switch during every attack. In an actual fighting game, he'd probably be broken as hell having multiple installs and shit. or maybe he'd be the mimic fighter who knows.

XLR8 can turn on a dime while Fasttrack can't, so XL could be more of a combo speed character based around getting behind your opponent while FT is more straightforward with high single strike damage.

Yeah, but if he's in a fighting game, it's either
A: a Ben 10 fighting game, where restricting him to 10 forms frees up more characters for the roster.
Or B: a crossover game where it'd be weird for "Ben 10" to show up with 15 aliens.
It's the same reason Joker only has Arsene in Smash Bros, it's his default.
