A lot of cop shit in American shows are probably based on certain police stories/investigative procedurals with cities that tended to have a lot hispanics in certain tough areas like NY. Not to mention the authoritative attitude is stereo-typically mixed in with some fun chipper but no nonsense attitude that's hard to replicate in many other suburban cultures so it just makes it more palatable than some tough ass white girl or sassy black girl.
