The USA is really fucking retarded about AOC. imho I think the universal AOC should be 16 but exemptions should be made for 14-20 year olds to have a crossover so that teenagers within 2 years of each other who have sex AREN'T breaking the law. I 100% agree. I definitely matured a lot when I was 18 but that's because I was out of school and spent the year working/travelling. 18 IS just a number. Physically people develop into adults between 12 and 16 so the laws should reflect that.
