seasons 2+3, the show was actually funny back then
i remember those seasons made me a fan of the show, and how jarring it was when season 4 premiered and it just wasnt funny
i still vividly remember watching the premiere with my siblings, forcing ourselves to laugh, it felt exactly like season 1, years later i discovered the reason why
also fun fact, Johnny's town only has a name in seasons 1 and 4, its never mentioned by name on S2 and S3 as far as i can remember

It's more that Gene Grillo and Jed Springarn wrote the vast majority of the Tingblad episodes while the first and fourth season had a more jumbled writing stable.
Butch and Seth only wrote a couple episodes in season 1.
2-3 is the only reason why people remember Johnny Bravo
The writers only write what they're told to. Yes, the jokes are up to them, but the type of jokes are directed by the showrunner. Van Partible made Johnny a snarky manchild while being obsessed with celebrity cameos and Tingblad pushed Johnny into a big idiot who would drown in soup. The writers merely wrote around the type of personalities handed to them by a higher up.
The art direction also changed dependent on each showrunner's own way of drawing.
Celeb cameos and references aren't too bad when Johnny's just clueless and arrogant, which is what he's supposed to be. When he's nothing but a retard and his babe-hunting is overshadowed by Carl and Pops' schemes, it's not Johnny Bravo anymore.
Seasons 2 and 3 are like they transplanted Johnny into a completely different show.
Season 4 is like if the previous 2 seasons never existed and continued just after S1.
Seasons 2 and 3 were the best.

Season 1 and 4 were shit. If it wasn't for the Scooby Doo crossover, no one would remember season 1. The fact that no one remembers any episodes from season 4 is pretty much evidence of this.

I have the theory that Carl may have been a reworked background character from the first season.
I remember the Adam West one.
They're just general nerd designs. If anything, Carl has a very specific, interesting nerd design and the background character is some generic Hannah Barbara reject.
Their only similarities is that they're nerds who wear a blue shirt and glasses. This is the first random stock image I could find of "cartoon nerd".

2+3 just had so much chemistry between the cast that it made up for the fact they made Johnny into a retard. 1+4 had a more arrogant snarky Johnny but holy shit was it unfunny and the cast were just there.
Van Partible actually got fired because they thought he lacked leadership ability. thats probably why Season 1 is such a free-for-all as far as plots go. Season 1 was like a skit based series of shows based on whatever given writer wanted to do.
You're right that the showrunner has a role, but the writers are the make-or-break.
Season 1 has a handful of good episodes.
Only Season 4 is irredeemable.

Writers over time may develop the characters in a certain way, but since season 2 was completely retooled from season 1, it was most likely Kirk Tingblad and assistants who had to craft a "season 2 pitch and guide" to present to higher ups and the new crew on the redesgns for all the characters. I'm sure it was a little book that included the new art style direction, Pops, Carl, and re-wrote Johnny to be, "A man whose IQ can be counted on one hand" or something to that regard.
2 and 3. Pops is based and Mama got powered up.
