Batman's a planner and he never does anything unless the scenario he planned for actually happened. At worst he allows others the opportunity to exploit people with his technology and information.

Nah, Batgod would be the first batwanker to start it; he'd secretly have Brother Eye set up to take over the planet, including his little illuminati group, but he would definitely set it up to help identify them and for their eventual subjugation

Black Panther once again thinks he's morally superior to white superheroes despite being a hereditary absolute monarch of a racist xenophobic nation that amongst other things denies the cure for cancer to the rest of the world out of arrogance and the assumption that white people would turn it into a weapon.

Several characters had the cure for cancer and didn't share it with the world. Reed could certainly create one if he cared enough. Stark can cure cancer via Extremis. Pym can cure cancer via Pym Particles. Osborn literally had a cancer cure and used it as a weapon against Deadpool. Doctor Strange found an elixir that is capable of curing literally everything but used it on Wong instead of reverse engineering it.

This is problematic.

They couldn't cure Mar-Vel because at that point in time when they found out Mar-Vel had cancer, it reach a point where the Nega Bands were the only thing keeping him alive. And they couldn't apply any treatment to him because the Nega Bands would negate it. They could potentially treat him but that would require the removal of the Nega Bands. But doing so would immediately kill Mar-Vel since it was the only thing keeping him alive at that point.
