What? Who said anything about Scar’s motivation being there to teach children anything? It’s there to make the story compelling so that people will watch it, that’s it.
You could maybe argue one way or the other whether The Lion King does or doesn’t set up moral lessons for kids to learn, but that doesn’t have to be at the center of every detail. Especially not when the movie also (and maybe more importantly) holds the goal of being entertaining.

I wouldn’t have worded it the same as that guy, but I still think summing it up to simple “power lust” is a fine explanation too. If it were only about getting a leg up on Mufasa, Scar wouldn’t need to care so much about always getting his way after he successfully killed him. But he’s still pretty selfish and stubborn even after he’s won, and a lot of it comes back to him just being power hungry.
Topic? It's the premise to create a conflict for the movie. It creates an entertaining, conniving villain who craves power but doesn't know how to rule, and a rightful king who wants to avoid his destiny and his feelings of guilt and loss, but who must face them to save his home. It's simple, dramatic storytelling perfect for that kind of movie.
