To this I’d add: because he gets his comeuppance all the time. So you can enjoy his asshole antics knowing that in the end he’ll get his just desserts.

Because, aside from consistently getting his comeuppance, the few peeks we see into his past do a very good job in explaining how much of an asshole he's become.

Eustace Bagge's grew up the youngest son in a family of four. The Bagge family as a whole seemed to have a very self-centered belief system, and believed that getting what they wanted was far more important than any sort of moral consequence, and that theft was an acceptable way to succeed in life. We see this with every member of the family, not just Eustace: Ma Bagge is consistently shown within the series to be a greedy, deceitful woman who does whatever she can to get what she wants, and Ickett Bagge, while not shown on screen, nevertheless followed this belief by leaving his family with an accordion that he himself had stolen from a sand whale. Even Horst Bagge, easily the most successful Bagge, tended to value his own ego and accomplishments more than anything else.

Eustace was the punching bag of his family: belittled by his brother and shunned by his parents, for the majority of his early life Eustace only knew himself as worthless, useless and stupid. This negative self-image would carry on into his adult life, and when we the viewer are shown a glimpse into his inner self, what we see is...a young boy, his head burning in the sun and desperately craving just an iota of kindness and sympathy from someone else.
