Since everyone compares the V7-V8 arc to the 2016 election, I will compare Mantle and Atlas to modern day America. Most people who join the Army tend to come from poorer families, such as those down in Mantle. It's logical to think that Ironwood's decision to abandon Mantle will make many of these soldiers turn. Chain of command does not mean anything when your family is at stake. However, with the news of Sleet being shot, any thoughts of rebellion are suppressed.
You may argue that jailing Sleet would have the same effect, but jailing Sleet could inspire others to try and carry on what Sleet wanted. Now with the real fear of dying just for questioning the General, those thoughts are suppressed to a much greater degree.
Any of those who try and organize a coup within the army (that don't come from a higher up position) could be turned in for treason, or simply just not try and organize a coup due to fear of being executed.

I'm not entirely clear on her ability, does it work on actual health lost or can it also be shields? Since she complains that she has to actually get hurt. And does damage leak through the aura even before it fully depletes?

Jaune being out of the way helped him a bunch. It established him as one of the only characters that actively likes being a huntsman. RWBY often is either in it for the glory or to mindlessly follow what Ruby says. Jaune may be a fuckup at most things, but he raised JNPR right and kept them grounded in actually caring about people.
Weiss doesn't even care that her fucking home country got written off for dead by Ruby..

The formula used in RPGs to calculate damage based on low HP is something along the lines of x*ATK*(maxHP/CurrentHP) so if we're assuming RWBY has videogame logic the amount of HP wouldn't matter.
