It's easy to depict what can be seen as romantic attachment in a villain character - villains obsessed with the hero is an old trope, because you have to have the villain be the one that's instigating conflict wherever the hero goes, so that's nothing that would be new to audiences. It's why so many "gay coded" characters of the past are villains. But if you depict the hero pining for the villain, it easily becomes viewable as a gay love story, which is something that it wasn't canonically allowed to be until S5.
