From the very little i've saw of this series, he usually chooses people easy to manipulate, in a weak mental state. Serial killers and psycopaths are just like the opposite of that in most cases, THEY'RE the manipulators.

From what has been seen of the show, it's possible for his champions to break free of his control in the right circumstances, my guess is a serial killer/mental person would be harder to dominate. Also since the abilities seem to be based on the personality, you wouldn't want to make someone with too zany an ability that breaks reality, his goal isn't to destroy the world after all, just resurrect his wife.

Considering the show takes in Paris that would not be rare

His miraculous has the power to make champions to fight for him, he doesn't really control what the abilities are, only if a person gets them or not. He is also misusing it, which means technically he could give anyone a power if he wanted, he just chooses upset people so he can manipulate them easier.
There also seem to be limitations to what they can do so I doubt one could gain the ability of giving life.
