Then the last Potter film came out and they suddenly found themselves in DEEP DEEP DEEP DEEP DEEP debt due to the fact that EVERYTHING ELSE they were putting out was barely breaking even or making just a modest profit or worse, LOST MONEY and only got kept getting greenlit because they had the Potter films bringing in so much money that Warner was able to cook the books to hide crap that flopped since the Potter money balanced shit out to let them churn out flop after flop.

This was confounded with the fact that they got super desperate to make the DC films the new Potter cash cow and fucked it up every way they could (giving it to Zack Snyder and not firing him when they could have salvage shit because Zack's wife was a Warner executive, which made Zack unfirable until it was far far far far too late to salvage ANYTHING most notably). Adding to this was the part of the Justice League debacle where several executives rushed the film out simply for personal greed (the film division needed to make X-Amount of profit to trigger extravagant bonuses to said executives and they decided to rush Justice League out simply because even if it flopped, it would make JUST ENOUGH money to get the film division just barely over the threshold and get them their undeserved bonuses.

As such, Warners is bleeding money and then some and AT&T took on massive debts and underperforming divisions when they bought it.

Also, HBO isn't doing well either. Watchmen was a complete commercial failure and rendered the entire Watchmen IP radioactive. Succession was a huge flop in S1 and AT&T had to let the HBO division spend the bulk of their marketing budget to basically BRIBE reviewers to claim it was the new Game of Thrones, let alone cover the show (as many major TV websites refused to touch the show). Plot Against America was a huge fuck flop and was nothing but agit-prop/Simon writing thinly veiled "Why the hell don't we just murder Donald fucking Trump" treason porn. Or HBO paying John fucking Stewart to sit in his house doing jack fucking shit, because Oliver conned them into giving him a multi-year contract to make new original shows for them and the only thing that got to pilot stage was "Fox News But With Actual Foxes". They killed the super fucking woke Game of Thrones spin-off because they feared it would kill the IP ala Watchmen and have resorted to David Kelly shows about rich white women involved in murder to cover their asses ratings-wise and Westworld to save their asses, along with people who pay for year round HBO simply to watch Maher and Oliver, which are the only year round shows that HBO has to keep viewers paying for it year round.

AT&T wants HBO to be like FX or AMC; filled with reruns of popular shows, original prime time programming EVERY fucking night, and less Emmy bait shit and more lowest common denominator crap.
