I mean, not to put too fine a point on it, but... pick pretty much any evil Superman pastiche.
Also, Jiren is the actual worst Dragon Ball villain. Even Cell had a fucking motive... at first. Jiren is just there to be the final boss of the arc, and has nothing to him. Plus, he takes power levels into a whole new spectrum of farcical whoreshit. Fuck this guy.
Jiren wasn't a villain, but yeah, he was very boring.
He did nothing for the first half of the ToP, and after a couple episodes in the middle, he just goes to sleep until it's just him and 2 of his teammates left.

Goat is just Cell 2.0 who was more interesting before going full Perfect Cell
Ironically, Jiren has more individuality than Perfect Cell and most final bosses in Dragon Ball. I don't like him all that much but I can respect their decision to make him all about power, training and determination, to the point where he doesn't have any other character traits or interests. But that's precisely what makes him stand out.

The Goat is a King Piccolo clone, both even share the same story of being sealed even though no one could destroy then and then go after the dragonballs due to being an elder after so many years in prison.
Was never that interested in the manga. His gimmick is the same as Cell's, and it feels like he did a whole lot of nothing for a ridiculously long time since his arc started back in 2018, I think.
Those are the same personality traits Goku has
But you couldn't really say Goku has the same personality as Jiren
Goku sometimes has a curious nature, sense of exploration, and thrill for battle. Jiren doesn't have any of that shit.

But Hit used his strongest most secret technique that he didn't even use against Goku and Jiren still broke out of it
power levels have never been used seriously in any shounen manga, ever. Their purpose is literally to put an artificial barrier to the good guys that they will overcome with FRIENDSHIP and COURAGE instead of more power level.
So...said technique could be overpowered and Jiren was stronger than Hit?

I remember when people thought the ToP was going to come down to that. Would have been better than Goku and Vegeta flailing at Jiren for several episodes and the ungodly amount fellating for Caulifla/Kefla
Toei went off the fucking rails from the second half of the Black arc onwards. It's like they took Toriyama's notes and asked a 7-year old to complete the rest of the story.
Moro was a nice villain at first though. His gimmick was that he absorbs energy, so even though he's weaker Goku and Vegeta can't fight for too long against him. He also used the planet's elements to fight instead of just shooting energy beams.
But then he ate a bunch of planets and absorbed the Z fighter's techniques so he's now Cell 2.0.
Goku cares for his friends and most of the time he depends on them to win. Jiren doesn't have friends, doesn't want friends and considers them a hindrance. Yes, it's cliché as fuck, but it's a difference.
Also Goku is proactive, outgoing and extroverted. Jiren is a generic emotionless "stoic" character that only reacts. They work differently from a writing standpoint.
