Again that's simply not the direction of this story. If it was, this wouldn't be a Disney movie. It would be some weird fucking independent film that needs to be edgy to sell itself to 'mature audiences'.
The kids are allowed to bully Hercules in this story, only because we know he's going to take it in stride, not give into his anger. Like any good person should. Hercules is being sold here as the hero who You should be striving to be. Because he CAN tear them into tiny little pieces, and then burn down the village but he WON'T because that's how a model person should be. With great power comes yadda yadda.
Try as you might to force this scenario into logical, life-like situations, it won't fucking work. Because THIS story is trying to sell you that you'll be the BETTER person for NOT indulging your anger. And surely enough, Herc gets rewarded for his timidness despite outside sources telling him to do otherwise.
Also, you expect (most likely) teenagers in the middle of their puberty to act nicely? When Herc fucks things up for them due to his freakish nature? Hell no.
Kids are the cruelest fucking beings on the planet. And often they don't even realize.

It's a bit different for girls. A guy who snaps at his bully and beats the shit out of them is left alone and is generally treated better for it. A girl who snaps at her bullies and beats the shit out of them gets bullied even harder, and her bullies will resort to slandering her name throughout the entire school and outside of school, resulting in total isolation and causing severe mental and emotional damage.
