A lack of there being authoritative bodies on art restoration and conservation. These pieces are usually held by private persons or religious institutions that either don't know what proper conservancy is, or want to do it cheap, and give he work to people they're closely connected to (like in the case of the 'Blob Jesus' fuckup) or for the lowest bidder.
If you want to look at GOOD conservancy efforts, look up the history of the attacks made against pic related. Vodkas HATE this painting with a passion.

Because old people can't understand that being possessive control freaks that claim responsibility for everything - is itself - a form of neglect and disrespect for other generations that have learned to tolerate and accept the mental challenges of their elders.

The original sculpture was just a face not much to think or talk about. After it's been mutilated, I'm immediately curious about how that happened, why that happened, what it originally was, what's the history of the piece, etc.
Same with the famous potato jesus.
Hell, it wasn't destroyed, bit one of the main reasons Mona Lisa is considered the most famous piece of art in the world is because it was stolen, and there was a well publicized search/investigation for it.
Prior to that event, Mona was actually kinda neglected, not considered anything remarkable among other Day vinci works.

Just because someone worked hard on something doesn't mean it can't be shit.
It's difficult to say, we don't have any material written by the man himself on the matter, and he's one of those historical characters whose legacy is almost always written from the perspective of those who hated his guts or those who tried to explain away his faults as being a necessity of his time.

I read somewhere that Spain is unique in that there's no regulations about having to be a professional to do a restoration, so you get every Tom, Dick, and Harry thinking they can fix something up.
