Not really any more incompetent than average, just given a way shorter leash and unprecedentedly low tolerance for mistakes, because the whole thing was Bruce trying to bait Tim and not an earnest partnership. If you don’t even tell a Robin something as basic as your secret ID, you’re setting them up to be incompetent and prove your point that they always were.
