The whole thing kind read like Stephen King, so when you need a despicable antagonist, you need them doing despicable things. Honestly, knowing Ennis, this was tame

as the dogs began to understood the new world they were trying to survive in, the conflict needed to be escalated - the book introduced a dog who made a conscious choice to indulge in the depravity that consumed the human species.
The dogs can't just avoid mindless rage-infected zombie humans for 100 pages, they needed to discover an antagonist who was not "infected" but chose to be depraved for personal gain.
Because then it drew the contrast between the antagonist and the protagonists who needed to have the willpower to resist "devolving" into that way of life.
This is a pretty basic storytelling trope in both zombie fiction (Dawn of the Dead, 28 Days Later) AND animal fiction like Call of the Wild.

I think it's telling that Ennis is such a talentless edgelord that nobody questions the validity of OP's statement. After Crossed, he's just the Aristocrats joke in comic book form.

I was going to argue against that, but you're right. He still has some quality left in him, like with A Walk Through Hell, but his main MO is to be outrageous, offensive, over-the-top and gross. Not even as a genuinely held belief, but as a shock-jock performance.
