Why is this cartoon so timeless? I watched it when I was a kid, I watched it as a teen, I watch it now that I am 28 years old and it still manages to be funny. Other shows that I watched didn't manage to keep me enertained on the levels EEnE did.

This, it was a nice blend of Kids being Kids and Slapstick surrounding the kids getting hurt do to their own childish stupidity
but those things aren't funny on their own, would you say thta the writing was just that strong

You somehow managed to inferr that the writing wasn't memorable while also being memorable.

Danny was sure to make sure the show is his CN can't do anything with it without his say so and he hates CN and modern cartoons because they're less about the cartoon and more about telling people stuff they don't care to see or hear about and most of it isn't even hand drawn anymore.

Ed Edd 'n Eddy is, and I am being serious here, a genuine masterpiece of a cartoon because Antonucci went to great lengths to ensure every aspect of the cartoon was as good as it could be.
The sound design is absolutely top notch because when you're watching an episode you're not actively thinking about the weird sounds they use for the actions, yet the scene would feel utterly empty without it. Imagine Ed slapping a half-conscious Eddy without the doll-like "mama" sound, would the scene be as strong? I doubt it!
The voice acting deserves special mention as well, because the VAs put in thousands of hours of takes and retakes for the same lines, and it shows because every single line is delivered with perfect polish. All the emotional nuances, from Double D's quiet resignation before playing the steel pedal guitar to Double D's zero-to-sixty "IS THAT THE SUPPORT BEAM TO THE HOUSE!?", are captured as perfectly as humanly possible.
The visuals are great, the animators really did understand scene framing and took great care to make visual gags hit as hard as they could. Like, when Eddy is pissed off at Double D over his magazines, the scene is zoomed out slightly, which sets up the empty space that is ultimately filled with Eddy's cartoonish eyes blowing up like balloons to emphasize his frustrated gaze. I feel really stupid putting it like that, but you all know what I mean.
And then, of course, there's the writing. The plots are fairly simple in design ("Ed is sleepwalking. The Eds build a city. Eddy loses his voice.") which gives the writers a lot of freedom to experiment with jokes that they don't necessarily need a lot of buildup for. In addition to this, the way the characters are written gives each one perfect personality while being summarily distinct from each other. You would never hear Ed or Kevin call someone "a stale piece of white bread", but you know for a fact that's something Rolf would say.
