The only thing Galactus would regret though is deciding to leaving that one
star because he was full, and coming back for it later only to find that it had gone supernova in his absence.
Given that he's probably the single largest mass murderer this side of Thanos (and even then, I'm PRETTY sure Galactus's countless years of planet devouring beats Thanos wiping out half of all life in the universe), it SHOULD fuck him up something fierce.

Is Galactus still the remnant of a previous universe, escaping the Big Crunch to be there at the start of the 616 universe? I'd say that puts him outside the influence of petty shit like a biker imbued with the power of some hell-lord/angel/whatever they've settled on for the penance stare backstory this time.

Makes more sense for Frank to just THINK he's unaffected by not caring, but it's really because the Angel of Death or War is protecting him so he can continue their work. Too bad it was Frankwank instead.
Honestly I don't think the stare should work on aliens and high cosmic beings.
There's a few exceptions to the Penance Stare that I'm aware of (Symbiotes are apparently immune to it as well as those who have divine protection), but the earliest I was aware of was when Deadpool tanked it. Although that issue DID sort of explain it with "If the Rider wanted you dead, you'd be dead. I think he was doing something else."

Didn't that run kind of imply it was that? I vaguely recall Deadpool finding a Angel feather with Frank, and Frank just told him not to ask about it.

So shouldn't the penance stare just work even if you don't regret what you'd did? I mean it's taking the pain that you have dealt to others and making you feel it all at once in your soul. Unless you have high soul pain tolerance or you have committed no crimes or so few crimes that the pain is like a cramp, then you should be taken out no matter who you are.

Congratulations, you have a brain, and realized something that most Marvel writers haven't realized.
That's because Carol has always loved killing, specially if her victims are xenos. The same goes for Frank, he no longer feels guilt.
And Galactus has been wiping out planets literally since the Big Bang. That said, I'm only "pretty sure" Galactus has a bigger body count, I wouldn't argue if someone said Thanos killed more, because either way, he's still top three.

Galactus's entire thing is SUPPOSED to be that he's a universal constant. He lives as long as the universe does, and dies when the universe does, so his death can create another universe.
But because he's, on paper anyway, the strongest guy most characters are gonna run into, "beating up/killing Galactus" is usually the easiest way to make someone look like a big dick badass, so that's kind of been shown to be bullshit.
