A big part of it is her relationship with Eugene. Over a movie, a short, and 3 seasons of a show, she's been remarkably consistent, in love with a great guy the whole time. She's strongly defined.
Meanwhile Elsa is a blank slate, especially after the sequel. Nobody knows what the fuck her deal is. This allows everyone to project their weird headcanons onto her. Elsa doesn't stand for anything, but Rapunzel stands for Corona, and for true love.
