No. Art is what happens between abstract interpretable stimuli and authorial craft.
It is precisely because film is so distinct and defined (and Zig Forums to a lesser extent) that it is instead easily digestible trash and very far from art. It is also the reason the written literature and music are, far and away, the greatest forms of art to ever exist.
It's also why painting is more artistic than taking photographs.

Animation/comics is so much more engaging to me, not just because of the medium, but because the characters and setting feel so much more real and engaging. For example I just finished watching TPN(Zig Forums), and I felt so much more attached to the characters because they weren't just actors and sets, they were their own characters, albeit drawn.
