1982 Canada Act was a deal between Pierre Trudeau's government and the UK (really Pierre Trudeau submitted the Act and the British parliament agreed to finally cut us off).

Amending the constitution requires consent from every province, and it's impossible to get every province to agree on anything (also, once you open the constitution every province wants to start making alterations that benefit them specifically), so it's more or less impossible to change our constitution.
