Both true, exept he made his country pretty gud and modern but clamped down on all freedoms. However this in all honesty looking back was necessary as with the freedom the people have now, they are just killing eachother, just like south Sudan.
His country was the most developed out of all of Africa (better than most of eastern Europe) and have been 1st world in 2020
He wanted to help all of Africa and make it into an actual player on the world stage and wanted the whole of Africa no move away from the petrodollar and use a gold form of currency.
He was pretty crazy and incompetent however and his actions like getting beaten by a bunch of chadian rebels on fucking Toyota's shows that he wasn't the best leader.
Also Africa for the most part is developing (this picture was in 2010, the situation in africa is much better now)
