Combat power only affects combat against another player, it doesn't affect expansion or any other action.

I think it makes no great difference, since it encompassed the area in your initial map, but i really don't mind. I object to the use of vomit green though.
Also, I think you should have made some weaker pre-columbian american factions, as well as some african ones, to prevent these from being hugboxes.
