People didn't even know that the Western Roman Empire fell in many places until the 600's. Roman is not an ethnic identity either it is a civic one, otherwise only the people in Latium would be Roman.

Scandinavia experienced little war due to being so cold
And southern countries are not poor they just don't feel like working all the time and again they have bigger populations than Scandinavian ones (and usually smaller countries are better run)
