Ordinary Iranian population even in more rural areas usually has respect towards non-Muslims such as Armenians and Assyrians. On the other hand both in urban and rural areas of Pakistan you often hear news about ordinary Pakistani citizens forming gangs and hunting down non-Muslims, destroying their properties, killing them and kidnapping their women.
Majority of Iranian women don't want to wear any type of head covering and most remove it when morality police isn't looking. In Pakistan covering hair isn't compulsory for women, but both in urban and rural areas, from what I've seen 60-70% of women wear burqas and niqabs.

Iran wasn't created exclusively on the premise of being muslim. It already existed and, since it was majority muslim, the clerics decided to rule by islamic law when they came to power and were succesful. You can be iranian and not a muslim, albeit it might not be ideal.
Pakistan was literally a country made by and for (subcontinental) muslims. If you're not a muslim it makes no sense to be pakistani and not muslim, that would make you indian or afghan.
