We have that over here. It's horrendous. You can hear during nighttime stray cats fighting and mating, meowing like crazy and bothering the whole neighborhood. Almost every day there's at least one cat that jumps over my fence and asks for food.

Where I live, we have a few strays. A few people feed them now and then.
That leads to a lot of inbreeding between the cats, so every year you have animal services coming out here to put down anywhere between 50-160 cats, depending on how many cats the people who feed the cats manage to round up and hide away before animal services catches them (the cats) in their traps.
It sounds like a cool game of cat and mouse, where "the little guy" saves the heckin cute kots from getting the needle, but the truth is rather the other way around: inbred cats are horribly disfigured, and since nobody takes care of them other than setting out food for them sometimes, they suffer from all manner of diseases, and in the winter some of them freeze or starve to death. The damage they do to the bird populations is also terrible.
From what I've seen, I believe that all cats not of breeding stock should be neutered, chipped and tagged.
I've been told that I'm heartless, but I do believe that it's not too much to ask of someone that they take care of their animals.
