It's trying to preemptively stop people who pretend to commit study Visa fraud, you hope that they bite the bait of your fake university (which they allegedly tried to make as clear as possible to potential enrollees that it was a fraud university expressly for that purpose) once you've deported them once they are added into a blacklist and can no longer try to commit said fraud with another program.

Of course, there are some issues such as:
1. I wouldn't be surprised if a lot of these people genuinely didn't think this was an illegal thing to do because they aren't familiar with US law.
2. Their English might not be very good and they could have possibly missed some of the subtle nuances and clues that would have made it clear that the university wasn't actually offering courses.
