The more important flags are given better design, given more thought. Generally, flag quality goes country-state/province-county/city. There are some ugly national flags, but I can't think of a truly stupid, laughable one. State/province flags are often repetitive and/or/ugly, but it's still somewhat rare to have comedy at this level (check out the county flags of Liberia for a counter-example). Once you get down to city/town level, that's where the hilarity really starts (Provo, Milwaukee, etc).
