The first due to being lingua franca, the third due to beibg the moat spoken native labguage in the EU or Esperanto to be be fair so no one has any advantages learning the new language. Latin would be a tad unfair to all non romance guys, even though I had 5+ years latin.

Yes. Have schools be in the local language while parallelly learning Latin from the first grade (this is the way we learn English currently), and have all official documents bilingual, in both the local language and Latin.
There, local culture is preserved while allowing communication and administration.
Oh, and do not allow regional migration, again, to preserve local cultures.

English is not even close to creole. It's a purely germanic language with a lot of loanwords, yes, but the grammar, pronounciation and everything else is basically germanic.
