Naruto was always kinda shit but the setting made it extremely popular with teenager and kids, the school setting of the first few volume and the huge cast allowed any kid to find his character to relate to, edgelords like Gaara and Sasuke, fedorafag liked Shikamaru, Chad liked Naruto and so on.
It literally got popular for the same reason, Harry Potter became popular, the writing was shit, from dialogues to character arc, the drawing were average, but the setting did all the work, it was easy for 8-16 yo kid to imagine themselves in that universe.
Also the combat system was structured enough and varied enough to allow kid and fans really delve into that stuff, rewrite, do fantasy fight and shit.

And MHA is using the same trick appealing to the same audience, but do it better and is overall more solid.

It has a few great moments, the rest is trash. the art is bad and the artist made no progress in 10 years.. failed artist.
It's by no means the worst shonen, but it's not more than 5/10 when going against all manga. in shonens, it might be 6/10.
