Of course. But the next settlement is never far away. We have quite a lot of farmland and agrarian industry. The East, but also Bavaria... Basically every German state has enough.
Yeah I know what you mean. But it's just a bunch of mid-densely populated city bunched together. Most cities in that area have about 500k inhabitants, with a few exceptions like Düsseldorf. Also here is an interactive version of a map like OP posted. pudding.cool/2018/10/city_3d/
