Yeah, there's a difference between streets and roads. Most modern cities, especially in North America barely have streets in them. Just a hybrid between the two, where you have both fast moving traffic and high-intensity usage (shops and busineses or houses). That leads to very unproductive usage, yet very expensive infrastructure. It's one of the many systematic reasons American cities are going broke.
The American pattern of development is fantastically unproductive. The infrastructure is too expensive for the purpose it serves. When infrastructure is so expensive to build and maintain, yet has a very small tax base to fund it, you get Detroit. You notice this in most American cities. Once suburbs reach a certain age, they start to crumble. Just look at any second or third ring suburbs around mayor US cities, like St. Louis or Atlanta, or whichever city it might be.

And a complete financial disaster. None of those roads, bridges, pipes, pumps, valves are meters will be maintained 30 or 40 years down the road. There are tens of billions of dollars of infrastructure in that picture, most of it built on borrowed money. Where is all the money to maintain that stuff going to come from in the future? They're barely able to maintain what they've got in the ground right now, yet they're building more stuff every year, and borrowing the money to do it. These cities will all become Detroit. Detroit is no outlier, they were just early, as a motor city with this style of development.
