I have advocated previously for hybrid professional/volunteer policing of black areas in the US. Like a combination of volunteer firefighter and tribal police.

It would be representative, cheap enough for the remnants of a tax base they have in these places, community attuned...but would not work. Asking laypeople to do the job of a police officer in Saint Paul or Wilmington or wherever is a disgrace as a concept. It would be sending well-meaning but incapable people to be slaughtered because the savages had chased away the real police.
