Montevideo is a great but simple city. It is very safe and there is a great culture of food and drink. Some may find it a bit boring as it is generally smaller than most other capital cities in Latin America.
Buenos Aires is pretty nice, but there is definitely a more noticeable level of crime and poverty although there are many things there for tourists to do.

If I had to compare them to cities in the States, I would say that Buenos Aires is like a big touristy city like Los Angeles while Montevideo is more like a neat, “boring” medium-sized city like my hometown of Salt Lake City.
