The Caliph has to be of Qurayshi ancestry and no other Arabic tribe, so it isn't Arab vs non-Arab thing. Of course, it a made up rule that was invented by the Umayyads. There is a loophole to it, which is Sunnis believing that anyone who defeats the Caliph becomes the legible leader of the ummah, it's called حكم المتغلب or the rule of the victorious.
