The Caliph has to be of Qurayshi ancestry and no other Arabic tribe, so it isn't Arab vs non-Arab thing. Of course, it a made up rule that was invented by the Umayyads. There is a loophole to it, which is Sunnis believing that anyone who defeats the Caliph becomes the legible leader of the ummah, it's called حكم المتغلب or the rule of the victorious.

Al Azhar is the hub of Islam and the head of Al Azhar is the Imam (Pope) of Islam in it's true form and the form it was meant to be in. There's no longer any caliphs because, there's no need for any. As simple as that. Wahhabism is another form of extremism by the way.
