The cause of this was the racial segregation, the root of this segregation is the religious segregation caused by the protestant reformed. Anglicans only married anglicans, puritans only marry puritans, anglo society is divided in meme ghettos that in the US evolved into racial and cultural divide. Blacks were so segregated that they developed their own culture and accent in parallel of the national average.

I'm not sure about Spanish America, but Brazil followed a different conception of race derived from French instead of Anglo-American eugenics. They weren't less racist, but their different perception led to different race relations. In Brazilian eugenics, blacks were not only inferior to whites, but were genetically weaker as well.
In this conception, white genes would overpower black genes after generations of intermarriage, gradually whitening the population. As a result, Brazil's elites encouraged racial mixing and white immigration to breed the blacks out of existence.They believed that after a few generations, Brazil would be whiter than the United States, whose segregated blacks would forever be a drain on society. While Brazilian eugenics failed to whiten the country, it laid the groundwork for a conception of nationhood not based in race, used by centralizing leaders like Vargas.
Anglo eugenics holds the opposite view, where a drop of African blood effectively makes you black. Blacks were a genetic disease with no cure, and were therefore kept separate from white populations, preventing the integration seen in Brazil.

A bunch of Latin American countries tried importing discount Europeans when they couldn't get enough of the real thing. Brazil imported a lot of Japanese for a similar reason. Not quite white, but better than blacks.
What part? It's the largest Japanese diaspora by far. They were segregated initially but integration was encouraged after the first decades.
