2nd world is anything from $10001-$40000 GDP per capita.
1st world is anything $40000+ GDP per capita.
So yes, China is still 3rd world. China also likes to devalue their currency, so even if their PPP is high, by nominal metrics, they're still 3rd world. So they get a lot of 3rd world privileges at the WTO and other such groups.
