So for most local rulers a certain organisation was set up, they had to accept the Dutch king as their supreme ruler, and pay a few taxes, apart from that they were free to do as they want, and if they paid additional taxes (read, extort their own subjects) they would receive extra benefits
Most of the colonisation of Indonesia was done in the 19th century, and not all local rulers were as keen to work with us, see Aceh War
