i wouldnt be surprised desu, most countries only keep a small amount of aircraft on flight readiness and relax the maintenance and repair schedules if they're like 90% sure there's not gonna be a war next week.
i think the only time the IAF had like 99% of its aircraft combat ready was before launching operation focus which was preplanned and that took a around the clock triple workload of technicians + reservist technicians probably.
i guess your worries are mainly their navy and ballistic missiles yea but if you can maintain aerial dominance in the area and decent ballistic missile defense that helps with their navy.
