These people probably aren't poor. In Russia people live in communal apartment because it's affordable and allows you to live in the city center (in SPb at least). Those communal apartments are usually very old apartments, hence why they look a bit run down, but usually living in them is perfectly fine and it's definitely not the cheapest type of accommodation you can get in Russia.

This was most likely originally a corridor and when the apartment was seized by communist and turned into a comunalka, it was converted into a kitchen because only rooms were private. Toilets, bathroom, kitchen are common areas. Ceiling is high because it's an old building.
