Korea had long been under Chinese control and boasted itself as little China.
There were two reasons they hadn't developed their own cultural movement, one of which was because such a one was concerned to be seen as a sign of rebellion against China and another was that they themselves regarded Korea-originated culture as inferiority to those from China.

Wrong on both accounts. They have developed their own cultural movements and tributaries aren't forbidden from creating great works of art. Neo Confucians did not come into political strength until the Joseon Dynasty which is the originator of the importance of the Cultural sphere based on the Mandate of Heaven.
