Then once they secure the building rights they cancel half their orders.

Besides, to correct your ignorance, the countries you call out for "relying" on Americans also happen to be the few sane countries in the west working on strengthening their defense. Even Finland which is supposed to neutral has been tipping towards closer cooperation with the US recently I heard.
